New Penzance Island, 1965. Twelve-year-old Sam Shakusky leaves a note for Randy Ward, Master of Khaki Scout Troop 55, announcing his voluntary departure from Camp Ivanhoe. Unbeknownst to Master Ward, Sam is an orphan in foster care, currently under the guardianship of Mr. and Mrs. Herbert Billingsley.
This revelation jeopardizes Sam's standing in the social services system, prompting a quest led by Master Ward, Captain Duffy Sharp of the Island's Police Department, and Khaki Scout Troop 55 to find the missing boy. Simultaneously, attorneys Walt and Laura Bishop discover that their daughter, twelve-year-old Suzy, is also missing, likely with Sam. As the search unfolds, the group's initial perceptions of Sam and Suzy as troubled individuals evolve, shaping the true nature of their journey.
